The challenge was to demonstrate the legal and practical aspects of search and seizure protocols within the Federal Corrections facilities across Canada.
The solution was a "Law and Order" drama, using real officers as the stars and shot in a real institution, the Mountain medium security facility in British Columbia. The program was also shot in English and French.
